URAK City
Competitiveness Index of Turkey 2007-2008
"URAK City Competitiveness Index of Turkey"
is an annual-based project which aims to
determine the relative competitiveness level
of cities in Turkey. The project is based on
publicly available data, and is unique in
terms of its feature that allows URAK to
update annually in the following years. The
project was made public in December, 2008
for the first time and drew attention of
public and private sector, academicians and
NGOs on a large scale. For further

Turkish
Industry Inventory
The Project was initiated by
KOSGEB (Small
and Medium Enterprises Development
Organization of Turkey) with the aim of
defining a pool composed of better SMEs and analyzing Turkish
Industry by using cluster approach. URAK
participated in the Project by providing
consultancy service on the cluster approach
applied, and defining the methodology.
Surveys that were prepared to be conducted
to SMEs, were applied to 42.000 SMEs
throughout Turkey as a part of the primary
research part of the Project. As a result of
the analysis SME clusters were defined
throughout Turkey.
Book on Tourism Industry
The book
was published with the aim of identifying strategies that serve for the
development of Turkish Tourism industry, and increasing the competitive
advantage of the industry in both national and global context. The book was
designed in the "Cluster Approach" framework which is a major approach for
sustainable competitiveness and also covers desrcriptive information on
Tourism industry.
Bartın Local Development Project
The project was initiated in 2003 by DPT
(State Planning Organization) together with
KOSGEB (Small and Medium Enterprises
Development Organization of Turkey) in
Bartın for the economic development of the
city. Four clusters; tourism, yachting,
organic agriculture, and furniture were
selected to be worked on. Technical
consultancy service on the cluster approach
was provided by URAK. Trainings on cluster
analysis and cluster development, management
of primary and secondary analysis, selection
of network leaders, and realization of needs
analysis of four clusters were some types of
consultancy service given. Moreover, some
projects were defined for the development of
the four clusters mentioned above.
Bolu
Tourism Development Project
URAK has provided technical support in the project, which, was
initiated with the leadership of Bolu
Chamber of Industry and Commerce in order to
increase competitive advantage of Tourism
Sector in Bolu. URAK team members joined
three meetings arranged by Governorship of
Bolu, and have contributed to process
through applying cluster approach. The
planned hereafter is to establish a local
committee with the participation of URAK,
and to implement projects in areas in which
tourism sector in Bolu has competitive
advantage, such as Sports Tourism , Tourism
of Thermal Baths, and Food Tourism.
Istanbul-Zeytinburnu Earthquake
Transformation Project
A comprehensive urban restructuring and
development project was initiated and
conducted in Zeytinburnu region of the city
by Istanbul Metropolitan Municipality in
order to foresee the economic transformation
and to process the Zeytinburnu Earthquake
Transformation Project in control. Within
the context of the cluster research,
comprehensive questionnaires were conducted
to the major industries (Leather,
Textile-Ready Wear, and Metalwork) as well
as the significant players in those
industries, and auxiliary components that
bring value added to such industries and
players. In this respect,
cluster maps were formed through the data
gathered from questionnaires and other
significant resources, and scenarios
that introduce socio-economical development
and transformation in the region were
prepared.
Sultanahmet
Tourism Cluster Development Project
Tourism Industry Strategy of Turkey was
analyzed in 2000, and later on, was
developed with the participation of sector
leaders. As a good example, an application
of the developed strategy was realized in
Sultanahmet District. Cooperation among
sector players was achieved with the
leadership of URAK. The e-news group “Sultanahmet@yahoogroups.com”,
which is
now the biggest
and the most effective group in Turkey,
defining, and implementing the accurate
strategies for Turkish Tourism Industry, was
established. Moreover, by the
non-governmental organizations established,
players in the region became much more
willing to cooperate than before. Today,
Sultanahmet Tourism Region is involved with
Turkish and world tourism ever more.
Besides, through the marketing trainings,
worldwide success was achieved in culture
tourism, especially in the application of
Internet Marketing. Today, hotels located
around Sultanahmet, attract more than half
of their customers at a good price by
Internet.
Book on Organic Agriculture
URAK has been on the way to become one of
the leading organizations that work for
increasing the competitive advantage of the
Organic Agriculture nationally and globally,
and introducing necessary sector-oriented
strategies. In this respect, in order to introduce
a reference book for sector players and
investors interested in the sector, the book
“Organic Agriculture for gaining Sustainable Competitive Advantage:
Sectoral Strategies and Applications” was published.
Textile and Ready-Wear Industry Report
Turkish Textile and Ready-Wear Industry, as
ranking the first in the export revenues was
studied and the fast delivery and branding
were taken as the most significant
alternatives for creating competitive
advantage. Scholarship opportunities in
international fashion schools were arranged
for
brilliant young people, and brilliant
performances in brand development were
reported up to leading sector players.
Furthermore, cooperations between textile
firms and universities were built up in
order to supply the deficiency of trained
men in the sector. A micro study about the
sector was held in Bayrampaşa District in
order to
analyse Bayrampaşa flat-knitting micro
cluster in Istanbul. A new mapping
methodology was developed by Dr. Melih Bulu
during the analysis. The results were
presented as an article in 2.International
Istanbul Textile Congress. According to
cluster mapping methodology developed, a
micro cluster can be mapped quantitatively
as a network. The methodology was applied
and quite detailed analysis results were
obtained for the cluster.
